As the reclamation, on which the lots indicated are situated, has not yet been carried out, it is not possible in this case to proceed in the usual manner under the Crown Lands Resumption Ordinance. There are however two courses open, if the Admiralty deiere to take action at the present time in the direction of ob- taining possession of the lots when claimed. They are as follows:=
To acquire the existing Marine Lots, which front on Praya East, and to dispose of them again as Inland Lote, all rights of marine frontage being reserved by the
Admiralty.

To compensate the Marine Lot-holders for deprivation of their marine frontage.
Course (a) would be a very troublesome one to adopt and would involve the outlay, temporarily, of a very large sum of money. Most of the existing Marine Lots extend from the Praya roadway to Queen's Road East and many of them have been subdivided into section Negotiations would therefore have to be conducted with many differ- ent owners and would be very complex.
3. Course (b) would be simpler, but great difficulty would doubtless be experienced in arriving at any amicable settlement regarding the value of the marine frontage. In any case, on account of the subdivision of the original lots into sections, some of which do not possess a frontage on the harbour, I presume it would be necessary to pass legislation confining payment of compensation to such sections as possess a frontage towards the Harbour.
